::About the Authors::
Albert J. Schibani is in practice of law in Virginia, the District of Columbia, and Alabama, concentrating
primarily on various aspects of tax and business law including income and estate tax treaty interpretation
and application. He has extensive experience in international tax law and has been engaged as a tax
consultant in Russia, Republic of Georgia, and Vietnam. For 20 years, Mr. Schibani was an international
tax law specialist for the Internal Revenue Service. He received his undergraduate degree from
the University of Alabama (B.A. 1968), his law degree from the University of Alabama School of
Law (J.D. 1974), and his advanced law degree in taxation from the Georgetown University
Law Center (L.L.M. 1979).

Peter V. Kotsatos is the President and CEO of Touchlantic International Entertainment, a consulting firm in
the tax and immigration fields for nonresident alien entertainers, musicians, and athletes on dependent/independent
personal appearance tours in the United States. Mr. Kotsatos has 10 years experience as a revenue officer with
the Internal Revenue Service, specializing in the domestic and international divisions. He received his
undergraduate degree from Bowling Green State University (B.A. 1973) and conducted graduate studies at
the School of International Service at American University.
